ESD-control materials and protective packaging are selected for the way they behave in a specific handling sequence: at a workstation, during internal movement, and when ESD-sensitive items leave a controlled area. The required functions may include reducing charge generation, providing a controlled dissipation path, and limiting exposure to electrostatic discharge. 1 2

Protection Functions Are Not Interchangeable

An ESD-sensitive item can be exposed to several charge-related conditions during handling and transport. Packaging and material-handling products are evaluated by the functions they provide, not by a single generic label. The ESD Association identifies low-charging behavior, conductive or dissipative resistance behavior, and discharge shielding as distinct considerations for packaging. 2

The ESD Association states that packaging and material-handling containers used inside an EPA are to be low charging and conductive or dissipative. When those containers are used outside the EPA, discharge shielding is also required. 2

Packaging Is Part of the Handling System

The package is not separate from the product-handling process. Sliding a device, assembly, or board into a container can create triboelectric charge if materials contact and separate. The material in direct contact with an ESD-sensitive item therefore matters, as do the container’s electrical characteristics and the handling location. 2

Inside a controlled area, packaging must fit the local control method. Outside that area, the transport condition changes: the package can be exposed to charged people, equipment, and materials that are not part of the same controlled potential. The ESD Association identifies discharge shielding as the added protection needed for that transition. 1 2

IEC 61340-5-3 addresses properties, classification, and requirements for packaging intended to protect ESD-sensitive devices. It is a packaging standard, not a substitute for the facility’s complete ESD-control program or for device-specific handling requirements. 3

Material Classification Still Matters

Conductive, dissipative, and insulative behavior remains important, but it does not answer every packaging question. A conductive or dissipative package can support charge dissipation only when it is used within an appropriate control path. Low-charging behavior is a separate property; the ESD Association notes that it is not necessarily predicted by resistance or resistivity alone. 2

The distinctions between those material classes are covered in Conductive, Dissipative and Insulative Materials. They should be confirmed for the actual package construction and use condition rather than inferred from color, texture, or a general marketing term.

Handling Decisions That Change the Requirement

Packaging selection should follow the work sequence. Identify whether the item is exposed or enclosed, whether the package remains inside the EPA or travels outside it, what surfaces contact the item, and whether the item is susceptible to ESD. The component manufacturer’s sensitivity information and the site’s documented ESD-control requirements determine the level of control needed. 2

This sequence also prevents a common error: treating protective packaging as a replacement for grounded personnel, controlled work surfaces, or other process controls. The ESD Association presents packaging as one element within a system that also reduces charge generation, dissipates or neutralizes charge, and protects susceptible products. 1

Practical Interpretation

Use packaging to address the exposure expected at each stage of handling, storage, and transport. Verify that the package’s relevant functions match the location and product risk, and maintain the surrounding controls required for exposed items. If a container is intended to dissipate charge, verify the complete path rather than assuming the material classification alone provides protection.

FIELD NOTE — ESD packaging can control important charge and discharge exposures, but it cannot correct an uncontrolled handling process. The product, package, environment, and movement sequence must be assessed together.
